Rafael Fernández Valverde

RAFAEL FERNÁNDEZ VALVERDE is Member of the General Council of the Judiciary (CGPJ), Magistrate of the Supreme Court of Spain and Member of the Environmental Justice Commission of the Ibero-American Summit.

Since 2003 he has been a magistrate of the Supreme Court, where he chairs the Planning and Environment Section of the Administrative Litigation Chamber.


Luis Armando Tolosa Villabona

LUIS ARMANDO TOLOSA VILLABONA is Magistrate of the Supreme Court of Justice of Colombia. Specialist in Constitutional Criminal Law, Commercial Law, Criminal Law and Criminology, Legal Procedural Institutions and Public Law, is also magister in Procedural Law and Models of Problematic Teaching.

He started his professional career as a trial lawyer (graduated from the Universidad Libre de Colombia). In the Judicial Branch, he worked as a Magistrate of the Civil Chamber of the Superior Court of the District of Riohacha and later of Tunja.


Fernando Carrillo Flórez

FERNANDO CARRILLO FLÓREZ, Attorney General of the Nation, Republic of Colombia, is a socioeconomic lawyer from the Pontificia Universidad Javeriana in Bogotá where he graduated with honors. He completed a master's degree in "Laws and Public Finance" at Harvard University and another in "Administration and Public Policies" from the John F. Kennedy School of Government of the same university.

PAULINA AGUIRRE SUÁREZ, a judge with more than 30 years of experience in the Judicial Function, was elected as the first female president of the National Court of Justice of Ecuador. Her commitment is to administer justice with congruent, impartial and diligent jurisprudential criteria.
